ZIMCODD, being a coalition focusing on social and economic justice, has a keen interest in constitutional reform in Zimbabwe. This focus is informed by the opportunity, albeit flawed, which has been created by the signing of the Global Political Agreement (GPA) between the main political parties. The organisation has also noted past instances of disregard for citizens’ social and economic rights enshrined in international protocols to which Zimbabwe is signatory, in particular the International Covenant on Economic, Social and Cultural Rights (ICESCR) and the African Charter on Human and Peoples’ Rights (ACHRP). With regards to the current constitution-making process, the organisation has resolved to, “utilise any appropriate political space on constitutional reform to influence issues of process and content as long as citizens’ input is accurately and fairly taken into account, with the option of disengaging from any process that proves inimical to this goal.” The organisation will therefore use the current process to lobby for; - the inclusion of Second Generation Rights or socio-economic rights in the Bill of Rights of the new constitution,
- support any campaigns for the establishment of an Independent Human Rights Commission, to guarantee peoples’ realization of these rights,
- constitutional guarantees on specified limits on external debt service, and a transparent and participatory loan contraction process
